Default LocalLibrary ("<snap-in>") failed- The specified module could not be found

Hi

On windows 2003 server I tried to access Folder Redirection (to prevent a domain user from saving to his/her My Document folder) by doing
Run --> gpmc.msc (not gpedit.msc ) "Folder Redirection" is missing.

I tried to re-register as below :

Code:
regsvr32 fde.dll
Registration successful but still "Folder Redirection" is missing

Thanks
